[Twisted-Python] 1.0 Time line [Suggested! Not official! No Quoting!]

Here is a tentative suggested time line for releasing 1.0:

1. Wait for all deprecations to be fixed
2. Release 0.99.3rc1
3. Assuming no problems for 48 hours, release 0.99.3 from the same
   code base except ChangeLog, README, twisted/copyright.py and
   doc/howto/installing-twisted.html. In the last 3 only the version
   number should change.
4. Assuming no problems for a week, release 1.0rc1 from the same
   code base with the same exceptions as above.
5. Assuming no problems for 48 hours, release 1.0 from the same
   code base, with same exceptions as above.
