[Twisted-Python] Patch to procmon.py

The class ProcessMonitor, from t.runner.procmon, is very useful to start and
monitor processes from within Twisted. Alas, that class sends all output
from the controlled processes to the log.
The attached simple patch to the startProcess method allows one to
substitute another protocol for the LoggingProtocol one, on a per-process
basis, keeping the current one as default.
Would it be appropriate for me to submit it to the bug tracker, using it as
a Feature Request container?
