[Twisted-Python] Removing broken/unused packages

I propose we remove coil and popsicle. zoot should probably go too, all
it does is let you make useless gnutella ping/pong taps, and the actual
gnutella protocol code, such as it is, is in twisted.protocols.gnutella.
How about sibling?

Anyone disagree?
