[Twisted-Python] mktap.py missing from Twisted 2.0 Windows installer

I just installed Twisted 2.0 on Windows XP using the Python 2.3 installer at 
http://twisted.sourceforge.net/Twisted_NoDocs-2.0.0.win32(installer-rc3)-py2.3.exe.
After installing, mktap.py can't be found anywhere in any subdirectories of 
my Python install.
