It's in the "sandbox/moonfallen" directory in CVS.  You browse it on the web
here:
    http://cvs.twistedmatrix.com/cvs/sandbox/moonfallen/

The easiest way to get it is probably to checkout a copy of the CVS
repository, though (brief instructions at http://cvs.twistedmatrix.com/).
