[Twisted-Python] Converting twistd script to NT service using py2exe

*There seems to be the implication that I need tap2ntsvc from the sandbox.
Unfortunately, I can not seem to find it in the sandbox.

Is it out of date?  Have the files been moved?  Is there another way to
accomplish the same objective?
