This almost certainly needs to be:

arguments = ('-i', 'imput_file', '-ar', '8000', '-ac', '1', '-acodec', 'amr_nb',
	     '-vcodec', 'h263', '-s', 'qcif', '-r', '12', '-b', '32', '-ab',
             '8', output_file)

The error you are seeing is because ffmpeg cannot understand the arguments you
are passing it, so it writes a basic help message to stderr.
