[Twisted-Python] [ANN] pyOpenSSL 0.15*.1*

Hello again,

since releasing software is so much fun, 0.15.1 is out on PyPI too.

It fixes a small regression that shouldn’t affect you in practice but 
breaks the Twisted test suite.
